Alexandra Zetlin
Alexandra Zetlin has more than 20 years experience in the development of public affairs/community participation programs, public policy planning and coordination and media relations. Alexandra designed the public affairs programs for numerous projects and clients in the New York metropolitan region. Ms. Zetlin’s public relations programs have garnered customer and editorial attention and support for clients (one program was cited as a model governmental agencies should use in informing their constituents). On several of the programs conducted by ZSC, client agencies have been praised by elected representatives, town/community boards and advocacy organizations for their sensitive and sensible handling of issues. Alexandra served as Deputy Assistant to the Governor for Legislative Liaison under Governor Hugh L. Carey; Director of Media Information Services for the Metropolitan Transportation Authority; and Vice President - Director of Public Affairs for the LIRR.

Patrick B. Jordan
Supervisor—Planning and Studies

As Supervisor of Planning and Studies at Zetlin, Mr. Jordan is deeply engaged in Zetlin’s outreach for NYSDOT’s Bruckner-Sheridan Interchange Reconstruction/ Hunts Point Peninsula Access EIS. His contributions to the Bruckner project have included writing the six year summary report of public participation and shepherding the coordination process for the newly-required NEPA EIS SAFETEA-LU Intergovernmental Coordination. The success of this first SAFETEA-LU in NYSDOT Region 11 has made it the model for other NYSDOT EIS projects.

Teaming with the firm President, Alexandra Zetlin, and his staff, Mr. Jordan is currently ushering Zetlin’s community outreach strategy for the Metro-North’s West of Hudson Regional Transit Access Study Alternatives Analysis/EIS. He has created the stakeholder/trend data base and has begun implementation of the initial communications component of the outreach program. Mr. Jordan also works closely with Ms. Zetlin on the NJ Transit Access to the Region’s Core (ARC), the
Environmental Impact Statement study evaluating the Trans-Hudson Express Tunnel. For NYCEDC, he has developed the Public Outreach Strategy for the Staten Island West Shore and Land Use Transportation Study.

Mr. Jordan recently supervised NYCDOT’s BRT Visioning Workshops, for which he developed break through workshop innovations, designing hands-on exercises that engaged, informed and elicited response from participants in exceptionally well-received program in all five boroughs.

Mr. Jordan has also established an outstanding community outreach record on Zetlin’s complex urban construction projects, serving for over two years as the on-site liaison for the NYSDOT’s Route 9A—Promenade South Reconstruction Project at Ground Zero in lower Manhattan.

Melissa A. Johnson
Supervisor—Construction

Ms. Johnson’s significant success as a public involvement consultant on Zetlin’s complex urban construction projects has led to her recent promotion to Supervisor of Construction. She receives the highest client and community praise for her strategic communication and planning capabilities. On both State and City projects in all five boroughs and on both construction projects and transportation planning studies, Ms. Johnson has proven her professionalism, anticipating critical issues, identifying creative solutions and nurturing stakeholder relations.

Ms. Johnson guided the implementation of Zetlin’s award-winning outreach strategy on the sensitive NYCDOT Roosevelt Island Bridge Reconstruction Project, proactively addressing concerns about traffic, noise, air quality and pedestrian safety. This $86.5 million undertaking has included the replacement and rebuilding of the entire Roosevelt Island Bridge, the only means of vehicular access to the Island. Ms. Johnson worked with the Roosevelt Island Operating Corporation, Roosevelt Island Residents Association, community boards and elected officials in Manhattan and Queens, and local emergency services to anticipate and alleviate concerns of residents,.

Ms. Johnson also achieved Zetlin’s goal of mitigating the impact of construction at NYCDOT’s Reconstruction of the Grand Concourse over East 161st Street, the East 161st Street Underpass, and the Grand Concourse from East 161st to East 166th Street, an exceptionally high profile undertaking on the doorstep of the Bronx Borough President’s Office, the Bronx County Courthouse and Yankee Stadium. This $52 million, three-year construction project replaced and rebuilt the Grand Concourse, Lou Gehrig Plaza and the surrounding roadways and underpass.
